In a near-future Japan, a pervasive network called the Sibyl System reads the mind of every citizen and scores their likelihood to commit a crime long before any crime takes place. Those judged dangerous are hunted by Inspectors, backed by Enforcers, former officers now treated as attack dogs precisely because their own scores have slipped. Idealistic rookie Akane Tsunemori joins the force believing in the system she serves. But partnered with the sharp, disillusioned Enforcer Shinya Kogami, she begins to notice the cracks, and to wonder whether a machine that decides guilt in advance can ever truly deliver justice.
